HSS Framework: The Actor Incentive Map
This tool moves beyond "Competitor Analysis" to understand the Logic of the System.
Step 1: Identify the Keystone Actors. (Regulators, Competitors, Disruptors).
Step 2: Map the Incentives. What must happen for them to win? (e.g., "The regulator is incentivized by safety over speed").
Step 3: Predict the Playscript. Based on their incentives, what is their most logical reaction to your strategic move?
Step 4: The Counter-Move. How do we adjust our PRIME (Calibration) logic to account for this reaction before it happens?
